City of St. Louis Board of Public Service (BPS) – Comprehensive Environmental Services Contract

environmental engineer servicesPE has been a City of St. Louis BPS Environmental Services contractor for over 10 years and the UST Management contractor since early 2007. Under this single ID/IQ contract, PE has provided comprehensive environmental consulting services for all of the work tasks listed on the current RFQ including Phase I and Phase II ESAs, asbestos and LBP surveys, indoor air quality surveys and mold investigations, waste characterization, regulatory interface, preparation of work plans and designs/project specifications, engineer estimates, pre-bid site walks, review of contractor submittals, 3rd party/contractor oversight activities, household hazardous waste removal, waste profiling and manifesting, air monitoring, clearance and confirmation sampling, soil and groundwater sampling, free-product recovery, UST cathodic-protection testing, Missouri Risk-Based Corrective Action (MRBCA) Tier 1 and Tier 2 evaluations, soil and groundwater remediation, project documentation, and report writing. In addition, PE assists the City with project planning, budgeting, property transactions, building renovation, environmental management, regulatory compliance, small-scale abatement projects, operation and maintenance, and emergency/rapid response activities.

Missouri Department of Natural Resources – UST Removal/Remediation Services

PE has been an underground storage tank (UST) removal contractor for the Missouri Department of Natural Resources (MDNR) for over 6 years (under three separate contracts). The scope of work has included project management and scheduling, work plan preparation and submittal, health and safety planning/implementation, submittal of tank registrations and removal notification forms, acquiring site access, waste profiling, mobilization, small-scale structure demolition, soil excavation/stockpiling/ loading, waste manifesting, removal/disposal of hazardous substances and special waste materials, permitting, air monitoring, cleaning and removal of tank systems (including piping, dispensers, and islands), dewatering, soil and groundwater sampling, analytical testing, backfilling/grading, site restoration, field documentation, data evaluation, and closure report writing. Other tasks conducted by PE on these contracts include performing ecological risk assessments, evaluating the domestic groundwater use pathways, and providing cost estimates for additional assessment activities.

Missouri Department of Natural Resources – Document Review Contract at Various Missouri LUST Sites

municipal engineering consultationPE provides the Tanks Section of the Missouri Department of Natural Resources (MDNR) with a state-registered geologist (with over 15 years of tank experience) to review project files and provide technical expertise at underground storage tank (UST) sites. Work was conducted on an as-needed basis to help section project managers catch up with case loads and provide technical expertise on sites with geological/hydrogeological, site assessment, fate transport, risk assessment, and remediation concerns. In addition, PE has reviewed project files for approximately 400 inactive sites (projects where the response party has not submitted correspondence in over 2 years) in an effort to gain site closure, establish remaining regulatory action required, compliance/enforcement, and/or updating MDNR with the site status.

As a result of this work, the MDNR was able to achieve "No Further Action" status or an administrative site closure at approximately 30% of these sites (115 sites total). Another 66 sites (17%) were determined to be without a responsible party and were eligible for additional funding on the State Investigations List and the recent American Recovery and Reinvestment Act (ARRA). Responsible parties at 75 additional sites (19%) received letters of warning (LOWs), notices of violation (NOVs), or were referred to the State Attorney General for enforcement. Responsible parties at the remaining sites were issued final requests for their project status and will be re-evaluated by PE/MDNR at a later date.

Lambert - St. Louis International Airport, St. Louis, Missouri

PE has been conducting environmental work at the Airport since 1999. These services have included permitting and planning, regulatory compliance/reporting, emergency response, Phase I and II Environmental Site Assessments, asbestos and lead consulting/ abatement, waste removal, spill cleanups, underground storage tank removals, and other studies/evaluations. PE has completed nearly 100 task order for the airport. PE was tasked with providing all of the National Pollutant Discharge Elimination System (NPDES) storm water compliance sampling and testing for the Airport. PE has been tasked with 25 projects consisting of asbestos, mold, and lead surveys, investigations, and assessments; and indoor air quality studies at dozens of areas at the airport, including the C-10 Jet Bridge, the USO area, and smoking lounge. PE personnel have responded to numerous emergency responses at the Airport including initial containment of petroleum releases into a creek running underneath the airport runways. PE executed the completion of the comprehensive Spill Prevention Controls & Countermeasures (SPCC) Plan for the Airport and their major tenants. PE is providing support to the Airport in developing and implementing the Environmental Management System (EMS). PE’s current role includes documentation, document control, and automated compliance support.
